Rovia is advising Halley Developments (Greycoat) on proposals for 1,250 homes as part of a wider Garden Community comprising 6,250 dwellings and associated supporting uses. The project involves extensive collaboration with a range of stakeholders, including the developer consortium, Chelmsford City Council, Essex County Council, and National Highways, with Rovia leading discussions on both site-wide and phase-specific transport matters.

In addition to managing the transport planning strategy, Rovia has worked closely with the wider design team to shape the Design Code, Parameter Plans, and Illustrative Masterplan, ensuring that sustainable transport principles are embedded throughout the development.

Jack Williams helped the client achieve a resolution to grant planning permission at his former employer. Rovia is leading the review of planning conditions and the preparation of Section 106 Heads of Terms, including the development of innovative monitoring and management mechanisms to guide the delivery of future transport mitigation measures.
