A120 Easton Park Employment Site, Great Dunmow, Essex

Landsec

Land South of A120 and North of Stortford Road is a strategic employment allocation in Great Dunmow comprising approximately 18 hectares (2 million sq ft) of developable employment land within a 27.3-hectare site. The scheme accommodates industrial, logistics, office and R&D uses, creating a major employment destination adjacent to the A120 and Stansted economic corridor. The planning application is expected to be submitted in September 2026.

Beckton Gasworks, Newham, London

Berkeley Group

Berkeley Group’s Beckton Gasworks will deliver 2,900 homes, a mix of complementary uses, and extensive green spaces including a 400-metre riverside park. David Bird and Marcus Della Croce have advised on the transport strategy since 2022, supporting negotiations with TfL, LB Newham, and the GLA, and helping secure significant active travel, public transport, pedestrian, and cycling improvements for the wider community. It received a resolution to grant in 2025 but has since been called in by the Mayor.

Bourn Airfield, Cambridgeshire

Greycoat

Bourn Airfield is a proposed new community delivering 3,500 homes, three schools, local centres, green space and 40% affordable housing. Rovia is supporting progressing the consented scheme to implementation, with a focus on sustainable transport, integration with Cambourne and the Cambridge-Cambourne busway, development phasing, and accelerated housing delivery. Reserved Matters permissions have been secured, and infrastructure is being delivered on-site ready for the first 500 homes.

Bourn Quarter Phase 3, Cambridgeshire

Mortimer/RE

Bourn Quarter is an estblised commercial development at Bourn Airfield, providing high-quality R&D, light industrial, warehouse and office accommodation within the Cambridge growth corridor. Georgina Stephens has supported the project since inception, providing strategic transport advice across all phases. Rovia provided post-application transport support for Phase 3, which will add up to 7,800 sqm of flexible employment floorspace. Phase 3 was granted consent in April 2026.

Chelmsford Garden Community, Essex

Halley Developments (Greycoat)

Rovia is advising on a 1,250-home phase within a wider 6,250-home Garden Community. The project involves coordination with local authorities and National Highways, integrating sustainable transport into the masterplan, while leading planning condition reviews and innovative Section 106 mechanisms to manage future transport mitigation requirements. Resolution to grant planning permission has been secured and Rovia is support S106 negotiations to secure planning permission.

Culham, South Oxfordshire

RPG

The land at Culham forms part of the strategic allocation STRAT9, which is expected to deliver 3,500 homes and 7.3 hectares of employment land in combination with the adjacent Culham Science Centre. Rovia is acting as Strategic Advisor to RPG on development of the commercial element of STRAT9 to provide circa 120,000 sqm of science and innovation floorspace.

East Hemel Employment Area, Hertfordshire

The Crown Estate

East Hemel in the central commercial area (Local Plan Allocation H3) will deliver up to 2 million sq ft of commercial floorspace and create long-term employment opportunities within a mixed-use, landscape-led strategic masterplan that integrates 4,000 homes, jobs and community facilities. Capitalising on its location adjacent to the M1, it will support thousands of jobs across commercial, R&D and office sectors. The planning application was submitted in August 2026.

East Hemel Hempstead, Hertfordshire

The Crown Estate

East Hemel Hempstead is a major development proposing up to 4,000 homes, new primary and secondary schools, and up to 2 million sq ft of commercial space. It forms part of Hemel Garden Communities, a garden town proposal for some 11,000 dwellings and 10,000 jobs. The scheme includes significant sustainable transport upgrades, with planning challenges arising from its proximity to the M1 and Buncefield Oil Terminal. The planning application was submitted in Autumn 2025.

Easton Park Estate / Land East of Highwood Quarry, Essex

Landsec

Easton Park will deliver a new town of 10,000 homes and associated infrastructure on land between Stansted Airport and Great Dunmow. It will develop sustainable transport connections while ensuring the highway network accommodates the remaining vehicular demand. It was agreed with Essex County Council to have a single access for the new settlement from the A120. As part of the first phase of the development, 1200 homes were consented on Land East of Highwood Quarry in 2023.

Fernhill Heath, Worcestershire

Lovell Strategic Land

Rovia is advising on proposals for approximately 130 homes at Fernhill Heath. The scheme will deliver new housing, affordable homes, public open space and infrastructure in a sustainable location. Rovia's advice supports active travel, improved connectivity and the successful integration of the development with the existing town. A planning application was submitted to Wychavon District Council in April 2026.

Fraxinus Solar Farm, Staffordshire

Qualitas Energy

Rovia is advising on the transport and access strategy for the proposed 60MW Fraxinus Solar Farm. It is expected to generate sufficient renewable electricity to meet the annual needs of 16,200 homes. We are assessing the transport implications, preparing the supporting planning documentation and developing construction access arrangements. A planning application is expected to be submitted in 2026.

Interchange Retail Park, Bedfordshire

Legal and General Property

Rovia advised on alterations to the carpark at Interchange Retail Park, assessing the impact of a revised layout associated with the consented redevelopment of Units P1 and P7. Stephen Eyton previously advised on proposals for additional Class E commercial floorspace, evaluating parking demand, circulation and revised access arrangements to support the continued evolution and efficient operation of the park.

Kensal Gasworks, Kensington and Chelsea, London

Berkeley Group

Rovia has supported the Kensal Green Gasworks redevelopment of up to 800 homes and has involved close collaboration with RBKC, TfL and the wider consultant team. Marcus led the transport strategy, including sustainable transport measures and interim Canal Way public realm improvements aligned with the wider masterplan. The application was submitted in 2025 and continues to be discussed with the LPA and TFL.

Latton Priory, Harlow, Essex

RPG and Hallam Land

The Latton Priory masterplan will deliver 1,340 homes, a local centre, and primary and secondary schools. The focus has been on creating deliverable sustainable transport connections, overcoming land availability constraints, maintaining viability, and supporting the wider Harlow and Gilston Garden Town vision. Rovia will support RPG and Hallam Land at Public Inquiry in 2026.

Lever House, Kingston-upon-Thames, London

Hathaway Opportunity Fund

Rovia is advising on the redevelopment of Lever House, which will deliver 282 affordable and co-living homes across two towers. Rovia provided strategic masterplanning advice on access, servicing, parking and cycle provision, helping to create a sustainable, well-connected development that supports the regeneration of this highly accessible town centre site. The application was submitted in June 2026 and is under consultation.

Market Warsop, Mansfield, Nottinghamshire

Obsidian Strategic

Obsidian Strategic is promoting a 300-home residential development, known as Market Warsop, on a constrained 12-hectare site incorporating existing allotments and significant level changes. Rovia is working with Nottinghamshire County Council and Mansfield District Council to develop a masterplan focused on active travel, village-centre connectivity and an access strategy. At this stage, the focus is on securing an allocation within the emerging Local Plan.

Much Wenlock, Shropshire

Lovell Strategic Land

Rovia is advising Lovell Strategic Land on proposals for approximately 150 homes at Much Wenlock. The scheme will deliver new housing, affordable homes, public open space and infrastructure in a sustainable location. Rovia's advice supports active travel, improved connectivity and the successful integration of the development with the existing town. A planning application will be submitted in Q4 2026.

Nutfield Green Appeal, Tandridge, Surrey

Nutfield Park Developments

Nutfield Park is a residential and care development comprising 166 homes and 111 care beds on land north of the A25 in Nutfield. David Bird supported the scheme through planning and appeal, securing agreement on substantial transport mitigation measures. Rovia provided expert witness evidence at a successful 2026 Planning Inquiry, overcoming sustainability-related transport objections.

Owlsbury Farm, Uckfield, East Sussex

Fairfax Properties

Owlsbury Farm is a proposed 140-hectare mixed-use urban extension west of Uckfield, delivering up to 1,550 homes, a primary school, neighbourhood centre, sports hub and extensive green infrastructure. The transport strategy includes new A22 access points, enhanced public transport, active travel connections and a strategic walking and cycling link to Uckfield town centre. The application was resubmitted in August 2026.

Rownhams, Hampshire

RPG

Rownhams is a proposed 230-home extension to an existing consented development, delivering a mix of market and affordable housing, green infrastructure, public open space and biodiversity enhancements. The scheme promotes sustainable travel through improved walking, cycling and bus connections. Following a committee deferral, the planning application is expected to return for determination in October 2026.

Sarratt Cycle Track Order Public Inquiry, Hertfordshire

Burlington

Rovia provided specialist transport and highways evidence for the Sarratt Cycle Track Order Public Inquiry, which considered the conversion of an existing public footpath to a cycle track under the Cycle Tracks Act 1984 to enable a development of 83 new homes. Rovia assessed active travel and safety benefits, reviewed route design and user interactions, and presented technical evidence. The inquiry was held in July 2026, with the decision pending.

Tempsford Road, Sandy, Bedfordshire

Charterhouse

Land at Tempsford Road is a proposed industrial and logistics development delivering circa 15,000 sqm of floorspace adjacent to the A1. The project focused on overcoming access, HGV and local traffic challenges, as well as developing a sustainable movement strategy that enhances connectivity, supports economic growth and provides improved active travel infrastructure. Post-application discussions are ongoing.

The Mymms Solar Farm, Hertfordshire

Qualitas Energy

Rovia is advising on transport matters relating to a proposed 60MW solar farm near South Mimms. The 122-hectare scheme will deliver renewable energy infrastructure supporting the transition to a low-carbon energy network. Rovia is advising on construction access arrangements, vehicle routing strategies and engagement with the local highway authority. A planning application is expected to be submitted in 2026.

Waitrose West Ealing S73, Ealing, London

John Lewis Partnership

Rovia advised JLP on a Section 73 application for the Waitrose West Ealing redevelopment, comprising a replacement supermarket and 428 build-to-rent homes. Stephen Eyton previously led negotiations on supermarket parking and access arrangements, subsequently acting as expert witness at a successful appeal that secured planning permission for the scheme that the S73 application sought to vary.

Whittle Estate Phase 3, Leicestershire

Rovia advised Canmoor on the redevelopment of an existing 4,189 sqm industrial unit at Whittle Industrial Estate. The scheme is proposed to deliver two flexible commercial units totalling 4,845 sqm. Key considerations included service yard design, parking provision, cycle facilities and enhanced pedestrian access. Rovia helped support the proposed delivery of a high-quality redevelopment that improves the functionality, accessibility and long-term viability of this established employment location. The planning application is expected to be submitted in 2026.
